I do it on TweetDeck, which is an application you can download here:

It's worked well so far, both for scheduling tweets and for organizing the tweets that you follow. As far as I know, Twitter itself won't let you do it. There are similar apps out there, but TweetDeck seems to be the most popular, and it hasn't caused any conflicts, crashes, etc. (They don't pay me to say that!)
